The 1.4% rise is the largest quarterly gain since Q4 2024 (+2.3%). On our calculation from URA's index levels, prices are about 2.8% higher than at the end of 2025 (216.4 to 222.5) and about 3.4% higher than a year earlier (Q3 2025 final: 215.1).
Which segments rose and which fell?
These are URA's figures as published in Annex A of the flash release. The Q3 2026 index levels are flash estimates.

The pattern reversed from Q2. Then, prime CCR condos led (+1.8%) while the RCR and OCR slipped. In Q3, the OCR did the heavy lifting and the CCR was flat. Landed homes rose for a second straight quarter, by 2.5% in Q2 and 2.8% in Q3.

Year to date, URA counts 15,857 sale transactions, against 19,793 for the same period in 2025, a fall of about 20% on our calculation.
How reliable is a flash estimate?
The flash uses stamp duty records and developer sales up to mid-September, so about two weeks of the quarter are missing. URA itself says flash estimates may differ from actual changes and should be read with caution.
The Q2 2026 flash is a recent example. The overall figure (+0.5%) was unchanged in the final release, but the regional and landed figures each moved by 0.1 to 0.2 percentage points: CCR from +2.0% to +1.8%, RCR from −1.4% to −1.2%, OCR from −0.2% to −0.1%, and landed from +2.6% to +2.5% (URA pr26-51, URA pr26-57). In Q2 2024 the overall flash of +1.1% was revised to +0.9%. Treat the segment figures in particular as provisional.
What was happening in new launches and supply?
- Developer sales were uneven. Developers sold 731 new private homes (excluding ECs) in July, then 153 in August, matching February 2024 as the lowest monthly total since then. There were no new launches in August; the 116 units placed on the market all came from one existing project (EdgeProp via Yahoo, July, EdgeProp via Yahoo, August, both quoting URA data). September's figure is due in mid-October.
- Government land supply stays high. URA says 4,745 private homes will be offered on the Confirmed List of the Government Land Sales Programme in the second half of 2026. That brings the full-year Confirmed List to 9,320 units, more than 50% above the 10-year annual average (URA pr26-69).
- Pipeline: URA expects around 60,600 private homes, including ECs, to be completed over the next few years.
- HDB resale prices fell again. HDB's flash estimate, also released on 1 October, puts its resale price index at 202.4 for Q3 2026, down 0.2% and the third quarterly decline in a row (HDB RPI table).
URA's release repeats its standard warning that the macroeconomic outlook, including interest rates, remains highly uncertain, and advises households to be prudent when buying property and taking out mortgage loans.
What should buyers take from this?
- The headline is an average. A 1.4% rise overall came with a flat CCR and a 0.2% rise in the RCR. If you are comparing prices for a specific project, look at recent transactions in that location rather than the national index.
- OCR and landed are where prices moved. Buyers looking at suburban condos or landed homes were facing a firmer market in Q3 than those looking at prime districts.
- Price gains on lower volume. Price gains came on lower volume, and the Q3 count stops at mid-September. Index moves based on a partial quarter can be revised when the full data arrive.
- Wait for the final numbers before drawing firm conclusions. Segment figures in particular are often revised. The final Q3 data arrives on 23 October 2026.
- Supply is not tight. With more than 9,000 GLS units on this year's Confirmed List and around 60,600 homes in the pipeline, URA says it is keeping supply high "to cater to housing demand and maintain market stability".
