Short answer: Singapore has 28 postal districts, D01 to D28, each made up of postal sectors (first two digits of a postal code). They are not URA's market segments: the Core Central Region (CCR) is D09, D10, D11, the Downtown Core and Sentosa. No district is "best"; in Q2 2026, CCR non-landed prices rose 1.8% and RCR prices fell 1.2%.

This is URA's list of postal districts, which it attributes to SingPost. To find a home's district, take the first two digits of its six-digit postal code and match it to the sector column.

Two things to note. First, the numbers do not run in a neat geographic order: D04 (Telok Blangah) uses sectors 09 and 10, while D03 (Queenstown) uses 14 to 16. Second, the "General location" names are only labels. For example, the "Serangoon" in D12 sits alongside Balestier and Toa Payoh, while Serangoon Garden is in D19.
How do districts relate to the CCR, RCR and OCR?
URA reports private home prices by three market segments. They are defined partly by district and partly by URA planning area, so they do not line up neatly with the district list.

What this means in practice:
- D09, D10 and D11 are wholly CCR by definition.
- The Downtown Core (the Marina Bay, Raffles Place and Tanjong Pagar business district) and Sentosa are also CCR, even though they sit inside districts (such as D01, D02 and D04) that also contain RCR areas.
- Some districts straddle the Central Region boundary. On URA's map, D05's Pasir Panjang lies inside the Central Region while Clementi New Town lies outside it. So one district can contain both RCR and OCR homes.
Check a specific address against URA's map of the Central Region rather than relying on its district number.
Which districts are the best to buy a condo in?
There is no single best district, and district numbers are not a quality ranking. URA itself notes that private home prices "vary from project to project". What the official data can tell you is how each segment is moving.

How to read this:
- The index shows price changes, not price levels. A higher OCR index does not mean OCR homes cost more. It means OCR prices have risen more since early 2009 than CCR prices have.
- Short-term moves differ by segment. In Q2 2026, the CCR was the only non-landed segment where prices rose.
- Rents followed a similar pattern. URA reports that non-landed rents rose 1.2% in the CCR in Q2 2026, were unchanged in the RCR and fell 0.3% in the OCR.

More than half of all Q2 2026 private sales (3,564 of 6,148, or 58%) were in the OCR. In the CCR, 715 of 804 sales (89%) were resales, because few new CCR units were sold that quarter.
For a specific condo, look past the district number. Use URA's free private residential transaction search to see actual prices per square foot for that project and its neighbours. Then check what matters to you: tenure and remaining lease, distance to an MRT station, and school and workplace access. Does the district affect stamp duty or how much you can borrow?
No. IRAS sets Additional Buyer's Stamp Duty (ABSD) by who is buying and how many homes they already own. For example, a Singapore Citizen pays 20% ABSD on a second home and a foreigner pays 60% on any home, anywhere in Singapore. MAS sets loan-to-value limits by the number of housing loans you already have, the loan tenure and your age, not by location. See our ABSD guide for the full rates.

Which districts are in the Core Central Region?

Are CCR condos always more expensive than OCR condos?
Not always. Prices vary by project, size, age and tenure. URA's price index tracks changes over time, not price levels, so check the actual transaction prices for a specific project on URA's transaction search.

URA publishes quarterly real estate statistics. For 2nd Quarter 2026, it released a flash price estimate on 1 July and the full figures on 24 July. The latest full release covers 2nd Quarter 2026.
