Five executive condo (EC) sites sold before 8 May 2026 are expected to launch between late 2026 and 2027: CDL's Solano Grand (Senja Close) and Wynwood Grand (Woodlands Drive 17), plus sites at Sembawang Road, Woodlands Drive 17 and Miltonia Close. They are the last new EC launches with a 5-year MOP, and the last whose developers may offer the Deferred Payment Scheme (DPS).
No launch prices have been published for any of these projects. We will update this page as developers announce names, previews and prices.
Which EC projects are launching in 2026 and 2027?
All five sites below were sold by HDB before the new EC rules took effect, so they keep the old rules. For what changed on 8 May 2026, see our guide to the new EC rules.

The two CDL names come from EdgeProp's new-launch listings, which place Solano Grand at Senja Close and Wynwood Grand at Woodlands Drive 17. HDB awarded the Woodlands site to CDL Divine Pte Ltd, the same entity EdgeProp lists as Wynwood Grand's developer. The other three projects had no announced names when we checked on 27 September 2026.
EdgeProp reported Sim Lian's S$794 psf ppr as a new record for EC land in January 2026. It edged past the S$782 psf ppr CDL paid for the neighbouring plot in August 2025.
When will each EC launch?
EC developers must wait before they can start selling. EdgeProp calls this a "15-month wait-out period" after HDB awards the land. The table shows what has been reported, and the month in which 15 months from the award is reached.

SG Properties estimate: award month plus 15 months. HDB released the final results for Senja Close and Woodlands Drive 17 in August 2025, for Sembawang Road in September 2025 and for the second Woodlands Drive 17 plot in January 2026. Miltonia Close was awarded on 21 April 2026. These are timing guides, not launch dates. Developers can launch later than these dates, and often do.
EdgeProp's "late 2026 or early 2027" for Sim Lian's plot was published on the day the tender closed. On our 15-month count, the plot reaches the 15-month mark in April 2027.
Which ECs keep the 5-year MOP and the Deferred Payment Scheme?
Only ECs on sites whose land tender closed before 8 May 2026. HDB applies the new 10-year MOP to "projects where the land sales tender closed on or after 8 May 2026". All five projects above closed before that date. CDL told EdgeProp that the May changes "will not affect these two projects", meaning Solano Grand and Wynwood Grand.

Which will be the last EC that can offer the Deferred Payment Scheme?
On current information, the Miltonia Close EC in Yishun is likely to be the last old-rule EC to reach the market, and so the last new launch whose developer may offer the DPS. Its tender closed on 14 April 2026, the last EC tender to close before the 8 May cut-off. On our 15-month count, it reaches that mark in July 2027, later than the other four sites.
Two cautions:
- The DPS is the developer's choice. Under the old rules, a developer may offer the DPS, but it does not have to. None of the five developers has said yet whether it will, so the last EC actually sold with the DPS could be a different project, or none of these.
- The DPS is not free. MND says DPS buyers "would generally incur a 2 to 3 percent premium" over the unit price. For how the DPS compares with the Normal Payment Scheme, see what removing the DPS changes.
What income ceiling applies to these ECs?
S$16,000 a month for all five projects above. The higher S$18,000 ceiling applies only to EC sites whose land tender closes on or after 24 August 2026 (HDB). Mohan Sandrasegeran, head of research and data analytics at SRI, told EdgeProp that "existing EC projects and sites awarded before the effective date remain subject to the previous S$16,000 ceiling" (23 August 2026).

Which EC sites come under the new rules?
Three EC sites fall under the 10-year MOP, no-DPS rules and the S$18,000 ceiling. None has been awarded yet, so none is likely to launch in 2027.

SG Properties estimate: if Canberra Drive is awarded in October 2026, it reaches the 15-month mark in January 2028 (October 2026 plus 15 months).
What prices are expected?
No developer has published prices for any of the five projects. Analysts have given views based on the land prices, when the tenders closed:
- Wynwood Grand: Leonard Tay of Knight Frank said a launch price "just above $1,800 psf" was possible, with an overall average of $1,900 to $2,000 psf (EdgeProp, 5 Aug 2025).
- Solano Grand: Wong Siew Ying of PropNex said the average price could be "above $1,800 psf" (EdgeProp, 5 Aug 2025).
These are analyst estimates, not prices. For context, Sim Lian's Rivelle Tampines EC sold 92.5% of its 572 units on its launch weekend of 21–22 March 2026, at a median of S$1,937 psf, and was fully sold within a month (EdgeProp, 25 April 2026).

What are the upcoming EC launches in 2027?
CDL's Solano Grand (Senja Close) and Wynwood Grand (Woodlands Drive 17) target 1Q2027. The Sembawang Road, second Woodlands Drive 17 and Miltonia Close projects are also expected in late 2026 or 2027, according to EdgeProp and Stacked Homes.
Is Solano Grand under the old EC rules?
Yes. The Senja Close tender closed on 5 August 2025, before the 8 May 2026 cut-off. CDL said the May changes will not affect Solano Grand or Wynwood Grand. Both have a 5-year MOP and a S$16,000 income ceiling.
Will these ECs offer the Deferred Payment Scheme?
They may, because their sites were tendered before 8 May 2026. Offering the DPS is up to each developer, and none has announced its payment schemes yet.
Which will be the first EC with a 10-year MOP?
The first new-rule EC site is Canberra Drive, whose tender closes on 1 October 2026. A project on that site is unlikely to launch before 2028.
Can I buy one of these ECs with a household income of S$17,000?
No. All five projects launching in 2026 and 2027 use the S$16,000 ceiling. The S$18,000 ceiling applies only to EC sites whose land tenders close on or after 24 August 2026.
