Can Foreigners Buy an Executive Condo in Singapore? EC Eligibility for Citizens, PRs and Foreigners

Can foreigners buy an executive condo? Not from the developer. Foreigners can buy only after privatisation (10 or 15 years after TOP) and pay 60% ABSD.

No. Foreigners cannot buy an executive condominium (EC) from the developer. A new EC needs a Singapore Citizen buyer plus at least one other Citizen or PR. Foreigners can buy an EC only after it is fully privatised: 10 years after TOP for older ECs, or after the 15th year for ECs on sites tendered from 8 May 2026.

Can foreigners buy an executive condo in Singapore?

Not until the EC is privatised. An EC is a public-private hybrid. Buyers from the developer must meet HDB's eligibility rules, and owners can only sell to Singapore Citizens and PRs until the EC is old enough to be treated like a private condo. The dates depend on when the EC's land tender closed, not on when you buy.

EdgeProp describes the old-rule timeline this way: the restriction on buyers' nationality "is lifted 10 years after the EC obtained its TOP". EdgeProp counted 11 ECs, with 5,485 homes between them, reaching that point in 2026 (July 2025).

Every EC on sale today, and the five EC sites awarded before 8 May 2026, follow the older timeline. The first EC site under the new timeline, Canberra Drive, closes for tender on 1 October 2026. Who can buy a new EC from the developer?

You must meet all of HDB's eligibility conditions, and so must everyone listed in your application. The citizenship and scheme rules are:

  • Citizenship: you must be a Singapore Citizen, and your family nucleus must include at least one other Singapore Citizen or Singapore PR.
  • Scheme: you must form a valid family nucleus under one of four HDB schemes: the Public Scheme, the Fiancé/Fiancée Scheme, the Orphans Scheme or the Joint Singles Scheme.
  • Age: at least 21, or at least 35 for each applicant under the Joint Singles Scheme.
  • Income: the household must be within the income ceiling for that EC (see below).

HDB also sets conditions on property ownership, and second-timers may pay a resale levy. Check your case with HDB's eligibility page before you apply.

The CPF Board puts the singles rule plainly: "As a single, you can buy a new EC – only if you're 35 years and above, and under the Joint Singles Scheme (JSS)." Under that scheme, all the buyers must be Singapore Citizens.

Can PRs buy an EC?

Yes, in two ways:

  1. From the developer, with a Singapore Citizen. A PR can be a co-applicant with a Citizen, most often a spouse. Two PRs cannot buy a new EC on their own.
  2. On the resale market, after the MOP. PRs can buy a resale EC once the original owner's MOP is over. That is from year 6 for older ECs and from year 11 for ECs on sites tendered from 8 May 2026. PropertyGuru notes that singles, who cannot buy a new EC alone, can also "buy resale and fully privatised ECs on the open market".

PRs pay Additional Buyer's Stamp Duty (ABSD) at PR rates on any residential purchase, including an EC:

When can foreigners buy an EC, and what do they pay?

A foreigner can buy an EC unit only after privatisation: after year 10 for older ECs, and after the 15th year for ECs on sites tendered from 8 May 2026. At that point, EdgeProp says, ECs are "open to foreigners like other 99-year leasehold private condominiums" (8 May 2026).

Foreigners pay 60% ABSD on the purchase price or market value, whichever is higher, plus Buyer's Stamp Duty (BSD).

Illustration by SG Properties: on a privatised EC bought for S$1.5 million, a foreign buyer would pay S$900,000 in ABSD (60%) and S$44,600 in BSD, or S$944,600 in stamp duties before legal fees. A Singapore Citizen buying the same unit as a first home would pay only the S$44,600 BSD. (Working, using IRAS residential BSD rates: 1% of the first S$180,000, 2% of the next S$180,000, 3% of the next S$640,000 and 4% of the remaining S$500,000 = S$1,800 + S$3,600 + S$19,200 + S$20,000.)

What is the EC income ceiling?

The ceiling is a condition for buying a new EC from the developer. It depends on when the EC's land tender closed:

FAQ

Can a PR buy an executive condo?

A PR cannot buy a new EC alone or with another PR. A PR can buy a new EC as a co-applicant with a Singapore Citizen, such as a Citizen spouse. PRs can also buy a resale EC once its MOP is over.

Can a foreigner buy a resale EC?

Only after the EC is privatised. That is after year 10 from TOP for ECs on sites tendered before 8 May 2026, and after the 15th year for ECs on sites tendered from that date. Before then, resale buyers must be Singapore Citizens or PRs.

Can I buy an EC with my foreign spouse?

Your foreign spouse does not count towards the rule that a Citizen applicant needs another Citizen or PR in the family nucleus. Unless another Citizen or PR is part of your family nucleus, you cannot buy a new EC together. Check your situation with HDB.

Can singles buy an EC?

A single Singapore Citizen can buy a new EC only with other singles under the Joint Singles Scheme, where every buyer is a Citizen aged 35 or above. Singles can buy resale ECs after the MOP.

Do foreigners pay ABSD on an EC?

Yes. Once an EC is privatised and a foreigner can buy it, the foreigner pays 60% ABSD, the same as for any other private home.

When do the new ECs launching in 2027 privatise?

The ECs expected to launch in 2027, such as CDL's Solano Grand and Wynwood Grand, are on sites tendered before 8 May 2026. They follow the older timeline: sale to Citizens and PRs after year 5, and to foreigners after year 10 from TOP.
